Dumb question #1: Is it accepted s.o.p. to manipulate your pics w/ software?

First of several dumb questions. Is it pretty much accepted as standard operating procedure nowadays that after you shoot your pictures, you then manipulate them through some software or other before you consider them finished - like, simulating "developing" I guess?

Or is it more a matter of having your camera setup correctly and taking great pictures to begin with, with maybe just some minor tweaks on the back/software end of things afterwards?

I don't own a DSLR or any good photo software, so to a certain degree I guess this is more a question out of curiosity than anything else, but I do sometimes play around a little bit with the cheapy software I've got and I'm wondering how much manipulation those of you who take serious photographs really do on the software end of things.
